Energy efficiency schemes are failing, despite their huge price tag, studies reveal


Schemes designed to help bolster energy efficiency levels across Britain’s housing stock are failing, despite their £8.4bn price-tag, a report by Which? has revealed.

Furthermore, a parallel scheme that relies on home-owners taking out loans voluntarily to fund insulation measures (Green Deal) is attracting just 1pc of targeted take-up, think tank IPPR finds in a separate report.

The Which? report says the schemes have failed to help the majority of home-owners, with 14m out of 27m homes still lacking adequate insulation and calls for a “radical overhaul” of policies.

The total price-tag for the schemes – begun under the Labour government in 2008 and continued under the Coalition – is due to hit £8.4bn by 2015. “This hasn’t been closely and comprehensively monitored so it’s impossible to know precisely how much they cost and whether they provide value for money,” Which? says.

On the other hand, the IPPR report claimed that only 813 households had taken out a loan or committed to do so by October 2013 – just 0.6pc of a projection of 130,000 this year. “At current rates of uptake, the Government will struggle to achieve just 1pc of their projection,” it said. It calls for ministers to intervene slash the interest rate on loans through a ‘Help to Heat’ scheme akin to its ‘Help to Buy’ mortgage underwriting scheme.
